The programme is implemented through Robert Bosch Stiftung, in partnership with the Goethe-Institut Thessaloniki, and the non-profit Federal Association of German Sociocultural Centres (Bundesvereinigung Soziokultureller Zentren e.V.), and is supported by the John S. Latsis Public Benefit Foundation and the Bodossaki Foundation.

Candidates may submit their applications until April 5, through the programme's website. The 30 scholars who will be selected, through an interview process, to take part in the first stage of the programme, will travel to Germany for an intensive skills development and internship programme. During their stay, each scholar will work with one of the centres of the network of the Federal Association of German Sociocultural Centres, following a specialised matching process.

The programme’s working language is English.

The first stage of the programme will last from September 22 until November 21, 2018, and includes two (2) months of training and professional practice in Germany, providing START scholars with international experience in cultural projects management, and the opportunity to develop the final version of their proposal for cultural initiatives to be implemented in Greece during the second stage of the programme. Following one (1) week of training in Berlin, and six (6) weeks of internship in a sociocultural centre in Germany, the first stage will be completed in Stuttgart with one (1) additional week of training, and the selection of the fifteen (15) scholars who will progress to the next stage, through a process whereby the candidates will pitch their initiatives. The first stage of the scholarship amounts to 800€ per month, and covers all of the scholars’ basic living expenses.

The second stage of the programme will last from December 1, 2018 until May 31, 2019 and will be implemented in Greece. In addition to receiving the monthly scholarship amount (800€), the programme will also offer the fifteen (15) scholars funding of up to 10,000€, as well as the support framework to successfully launch and carry out their initiatives. This stage includes professional guidance and knowledge-sharing workshops, aimed at developing the scholars’ business acumen and problem-solving skills. The second stage will be completed in May, with two days of public events, where the scholars will be invited to present their initiatives and explore the networking opportunities with public and private organisations offered by the programme.

The third stage of the programme will take place from September 2019 onwards, with the award of ''START Scaling Grants'', ranging from 5,000 to 15,000 euro, to initiatives that stood out in terms of social impact, cultural innovation, and their potential to continue and be developed further in the future. These grants are awarded by the John S. Latsis Public Benefit Foundation exclusively to scholars of the START programme, and their number, value and availability may differ from year to year.
